Mr. Trump is terrible at his job, but at least he’s in charge. Voters know whom to blame for each erratic firing, each dumb tweet, each mercurial flip on policy.

This is the point. Democrats didn’t pick Mr. Biden because he’s moderate, they picked him because he’s weak.
